Emergency and repair work is charged as a call-out, commonly structured as a minimum first hour plus time thereafter, with materials on top. Planned work — replumbing a flat, a bathroom first fix, a cylinder or pump replacement — is quoted as a fixed price against a scope. Households comparing two figures for "what a plumber cost" are usually comparing one of each, which is why they never line up.
Local market summary
Nicosia is the largest district by population and the only one of the five that is entirely inland. That shapes the work more than anything else here: no salt-air corrosion driving external pipework replacement, but the widest temperature range on the island, and rooftop installations carry all of it.
The building stock splits the market cleanly. Strovolos and the older inner suburbs hold a large stock of 1970s–1990s apartment blocks, and in that stock rewiring and replumbing dominate renovation work. The symptoms of a building of that age are familiar to anyone working the district: falling pressure at upper floors, discoloured water on first draw after a weekend away, and pinhole leaks that appear in sequence rather than singly. The cause is usually the original galvanised steel distribution corroding from the inside, and replacing one section tends to move the problem along rather than end it.
Outward from there — Lakatamia, Latsia, Geri, Tseri, Dali, Aglantzia — the stock is newer and lower density, and the work changes with it: pressure pumps, garden supply, solar thermal cylinder replacement, bathroom refits and extension first fix. Response times are shorter because these towns sit on the ring road rather than inside it.
Inside the Venetian walls the constraint is access. Narrow lanes and limited parking add time to every visit, and works affecting listed or protected buildings can require consent from the Department of Town Planning and Housing before anything is opened up. That decides the programme more often than the plumbing does.
What it costs here

The call-out minimum. Most repair visits carry a minimum charge covering the first hour, used or not. A washer change and a long diagnostic are frequently the same invoice. That is how travel time gets paid for in a district where a crew may cross the city twice in a day.
Out of hours. Evening, weekend and public holiday rates are higher, and the uplift usually applies to the call-out and labour but not to materials. Where a leak is contained and the water can be isolated, waiting until the next working morning is often the largest saving available on a repair.
Materials. Parts are normally charged at cost plus a margin — trivial on a small repair, a substantial share of a replumb, cylinder replacement or full bathroom. Ask whether the quote names the products or only the sum.
Access and making good. Pipework here is frequently chased into blockwork or cast into a floor screed. The plumbing part of a concealed leak may be an hour; the tracing, opening, replastering and retiling is the rest of the invoice. Whether making good is included usually explains two otherwise identical prices.
Local conditions that change the job
Roof-mounted everything. Solar thermal cylinders, cold water tanks and the flow and return lines serving them sit on the roof across most of the district's housing. Nicosia's inland position gives it the widest temperature range on the island, and rooftop pipework takes both ends of it: UV degradation of lagging and seals through the summer, and the genuinely cold January nights on exposed runs. Failed lagging is the commonest reason a solar system that worked for years stops delivering hot water in winter — the collector is fine, the losses are in the pipe run.
Hard water and scale. Scale shortens the life of immersion elements, mixer cartridges and anything heating water. It is why cylinder elements are a recurring replacement item here, and why a dripping kitchen mixer is more often a cartridge than a washer.
Gravity systems and pressure. Older blocks run from a roof tank on gravity, so the pressure at a tap is set by the height difference to the tank. Fitting a shower or appliance that expects mains pressure to a gravity system without a pump gives a disappointing result that is not a fault. A quote for a bathroom refit in an older block should say which system it assumes.
Shared risers. In a block the cold feed and waste stack are common. Isolating a riser takes the whole column out of supply, work below a leak may need access to a neighbour's property, and common installations are a management committee decision. That is why a straightforward repair can take a week to arrange.
The electrical boundary. Anything touching the supply — an immersion circuit, a pressure or circulation pump — has an electrical side that must be carried out and certified by a licensed electrician. Some plumbing companies employ one; many work with a regular partner. Establishing which applies avoids a half-finished installation waiting on a second trade.
