What builders in Strovolos charge, what moves a quote up or down, and what to settle in writing before work starts in a 1970s apartment block.

Building work in Strovolos is priced one of three ways, and working out which one applies is what makes two quotes comparable at all. Repairs and making good are day work: labour plus materials, counted in visits. A defined item — a new opening in a wall, a veranda enclosure, a bathroom taken back to blockwork — is a fixed price against a written scope. A flat renovation, an extension or anything structural is a project price with a programme, stage payments and, usually, a permit application behind it.

Strovolos pushes an unusual share of work into that third category. Its housing is dominated by apartment blocks built between the 1970s and the 1990s, so the common job here is not a new build on an empty plot but a deep renovation of an ageing flat — and that carries rewiring and replumbing whether the owner budgeted for them or not.

Local market summary

Three kinds of company quote for building work here, and they are not interchangeable. Small crews and sole operators take repairs, making good and single-room work — fast to attend, and the wrong choice the moment a structural element or a permit enters the scope. General building contractors run flat renovations, extensions and refurbishments with a mix of their own labour and subcontractors; this is where most Strovolos work lands, and the coordination is as much of the service as the labour. Larger firms take new build, apartment block and commercial work across the district, and quote domestic renovation only when it fits a programme.

What can be verified sits somewhere other than what is advertised. Contractors in the Republic work under a statutory registration and classification regime, and the class a company holds limits the works it may lawfully contract for — rarely binding on an internal refurbishment, the first question on an extension. Alongside it: the entry on the Registrar of Companies, liability insurance in force on the dates of the work, and, where drawings are needed, an architect or civil engineer registered with ETEK. A builder cannot self-certify a permit drawing.

What it costs here

Those ranges are read from recorded quotes at page load, with sample size and date attached. They frame expectations rather than settle a job. What moves a Strovolos quote within them or past them:

  • Structure or finishes. Replacing a kitchen, tiling and repainting is predictable. Removing part of a wall or altering a slab brings in a structural engineer, a permit and temporary support, and the building work is often the smaller half of that cost.
  • What is behind the surface. Blocks of this age are reinforced concrete frames with blockwork infill, and services are frequently chased into walls or cast into the screed. Nobody knows the route until the finishes come off, which is why an honest quote sometimes carries a stated provisional sum.
  • Access and occupancy. A ground-floor flat with parking at the door and a fifth-floor flat served by one small lift are different jobs at the same specification: material up, spoil down, every trip costed. Occupied blocks also add protection and restricted hours.
  • Preliminaries and making good. Scaffolding, skips, protection and site clearance are real costs some quotes itemise and others bury, as is whether plaster is patched or the room reskimmed. Two prices differing by the cost of a skip are not actually different prices.

The most useful thing to do with three quotes is not to rank them by total but to lay them side by side and mark every line one includes that another omits. The general building category pages and the Nicosia area pages exist so the comparison starts from the same list of companies.

Local conditions that change the job

The building stock sets the scope. Strovolos holds a large stock of apartment blocks built between the 1970s and the 1990s, and renovation here is dominated by rewiring and replumbing. Wiring of that period was specified for a fraction of today's connected load, and the original pipework has reached the end of its working life. A refurbishment quote for a flat of this age that mentions neither will be revised once the walls are open.

No insulation to speak of, and the widest temperature range on the island. Nicosia's inland position gives it the largest annual swing in Cyprus, and the buildings were not designed for it: single-skin external walls, uninsulated roof slabs, thermal bridges at balcony junctions, single glazing. A deep renovation is the only affordable moment to address them, because the render, the roof screed and the window openings are already being disturbed. Shading is the other half of the answer, and restoring the deep balconies the period is full of usually costs less than replacing glazing.

Balcony edges and spalling. Balconies of this vintage show rust staining and lifting concrete where the reinforcement has corroded. Repair is a specified process — cutting back, treating the steel, reinstating with a repair mortar, waterproofing — not filling and painting, and a quote pricing it as decoration is pricing a different job.

The permit is a municipal matter. Strovolos is its own municipality, so planning permission and the building permit are handled by that local authority. Structural alteration, extension, change of external appearance and enclosure of a veranda fall inside the regime, on drawings from a registered architect or civil engineer; purely internal work generally does not. In a block, the structure, roof, facade, risers and common areas are also not the owner's to alter — anything touching them is a management committee decision, and the consent takes longer than the work.

Season and street. Concrete, screeds and external render cure badly in extreme heat, so summer work drifts to early starts or the shoulder months. Strovolos streets are dense and residential, so skips, deliveries and road occupation need arranging with the municipality.

Common questions

Do builders in Strovolos need to be registered?

Contractors in the Republic are subject to a statutory registration and classification regime, and the class held limits the works a company may lawfully contract for. The company should also appear on the Registrar of Companies and carry liability insurance covering the dates of the job.

It depends what is being altered.
