What is actually being renovated

A Cypriot facade is, in most cases, reinforced concrete with a render or a coating on it. The visible finish is the part clients describe when they call, and it is rarely where the problem is.

Underneath, the structure is concrete containing steel reinforcement. The two work together because concrete is chemically alkaline, and that alkalinity maintains a passive layer on the steel that stops it corroding. As long as that condition holds, the steel is protected indefinitely.

Facade renovation is, at its core, the business of restoring that condition where it has been lost — and putting something on the surface that slows its loss in future. A project that treats the finish and not the mechanism repaints a problem.

The mechanism, and why it produces the pattern it does

Two processes remove the protection, and both are gradual.

Carbonation. Carbon dioxide from the air reacts with the concrete surface and progressively neutralises its alkalinity, advancing inward from the face over years. When the carbonated zone reaches the depth of the reinforcement, the steel loses its protection.

Chlorides. Salt arriving in sea air penetrates the concrete and attacks the passive layer directly, without needing to neutralise the whole depth. This is why coastal buildings deteriorate on a different timescale from inland ones, and why the Cypriot coast is hard on concrete in a way its climate alone would not explain.

Once protection is lost, the steel corrodes, and the corrosion products occupy several times the volume of the steel consumed. That expansion has nowhere to go, so it cracks the concrete above and eventually pushes it off. The rust stain, the crack running parallel to a reinforcing bar, the hollow patch and the piece that falls are stages of one process rather than separate defects.

The pattern follows the cover depth. Where concrete over the steel is shallow — edges, corners, soffits, balcony noses, and anywhere construction tolerance ran tight — the mechanism arrives first. That is why deterioration looks like it follows the geometry of the building, because it does.

Surveying before specifying

A facade survey establishes how far this has gone, and it uses four methods that answer different questions.

Visual inspection locates cracking, rust staining, spalling and previous repairs, and maps them across the elevation.

Tap or hammer survey finds delamination — areas where the concrete has separated behind an intact surface and has not yet fallen. These sound hollow and are invisible, and they are usually a multiple of what is visibly damaged. This is the finding that most often changes a project's scope.

Cover measurement establishes how deep the reinforcement sits, which determines how much protection remains where the concrete is still sound.

Testing for carbonation depth and, on coastal buildings, for chloride content, establishes whether the surrounding concrete is close to losing protection or still well within it.

The output that matters is a comparison: how far the deterioration front has advanced against how much cover exists. Two buildings with identical visible damage can need very different work depending on that comparison, and it cannot be judged from the ground.

The categories of repair

Localised patch repair. Breaking out to sound concrete behind the reinforcement, cleaning or replacing the steel, treating it, and reinstating with a repair mortar compatible with the parent concrete. This is the standard operation and the quality of it depends on how far back the break-out went — stopping at the visible damage leaves corroding steel inside the repair.

Extensive repair. The same work at a scale where it becomes the project rather than an item in it, usually where the survey found widespread delamination.

Protective coating. A system applied across the whole elevation to slow the ingress that caused the problem, while allowing moisture out of the structure. Specifying this correctly is part of the repair; treating it as paint chosen afterwards on colour is not.

Crack treatment. Distinguishing cracks caused by corrosion, which are repaired as part of the concrete work, from movement cracks, which need a detail that accommodates the movement rather than filling it.

Replacement of elements. Where deterioration is advanced enough that repair is not the appropriate answer — most often on balcony edges and on non-structural features.

An important point about patch repair sits behind all of this: repairing one area can change the electrochemical balance around it and accelerate corrosion in the concrete immediately adjacent. That is a known phenomenon, it is a reason to specify repairs against a survey rather than against what is visible, and it is why a facade repaired in isolated patches sometimes fails again in a ring around them.

Who carries out this work

Concrete repair specialists carry the technical core, and it is a distinct competence from general rendering.

Rendering and coating contractors carry the finishes and, on many projects, the whole job with the concrete work subcontracted.

Engineers registered with ETEK specify where structural elements are affected, which on a facade with significant deterioration is normal rather than exceptional.

Access contractors provide the scaffold or suspended access, which is a substantial and separate element.

Testing houses carry out the sampling and analysis behind the survey.

The competence to look for is diagnostic. A contractor who proposes a survey before a price, and who talks about cover and break-out depth rather than about square metres of render, is working on the mechanism.

How it is priced

Concrete repair is measured by the area or volume of break-out and reinstatement, which is genuinely unknown until the surfaces are opened. That makes provisional quantities normal in this work — a rate agreed in advance against a quantity confirmed by measurement as the job proceeds.

Coatings are priced by area. Access is priced by its own logic and duration, and on a multi-storey building it is a large share of the total.

The consequence for a client is that a lump sum offered without a survey is either carrying a large contingency or is going to become a series of variations. Neither is better than an honest provisional-quantity arrangement with rates agreed at the start.

Most of this work happens in buildings with many owners

The typical Cypriot facade project is on an apartment block, and that changes the commercial character of it more than any technical factor does.

The elevation is common property. No single owner commissions the work, and no single owner can decline it either. What exists instead is a collective decision-making arrangement, a shared fund that may or may not hold enough, and a set of owners whose interests genuinely differ — a resident of many years, an investor letting the flat, and somebody intending to sell next year are not looking at the same expenditure.

Three consequences are worth stating plainly.

The survey is the persuasive document. A collective body approving substantial expenditure needs evidence rather than a contractor's recommendation, and a survey that shows the extent of delamination and the remaining cover does that work. It is also, unlike a quotation, something independent of whoever will carry out the repairs.

Phasing is tempting and usually poor value. Splitting a building elevation by elevation spreads the cost across years, and it also pays for access several times over. Where a fund cannot cover the whole building, that arithmetic should at least be visible before the phasing is chosen.

Deterioration continues while agreement is reached. The mechanism does not pause for a decision-making process, and a project debated across several seasons is a more expensive project when it finally starts.

For an individual owner, the practical point is that a facade in visible decline is already a cost attached to the flat, whether or not the building has decided to act. It appears in what a buyer's advisers will notice and in what the eventual contribution will be.

The interval, and why deferral is expensive

This is a mechanism that accelerates. Once concrete has cracked, the crack admits more of what caused it, and the rate of deterioration increases rather than continuing steadily.

That makes deferral unusually costly compared with other maintenance. A facade addressed while the damage is localised is a patch repair and a coating; the same facade five years later can be an extensive repair with elements requiring replacement, and the access cost is the same in both cases.

The corresponding opportunity is that once access is up, everything else on the elevation is cheap to do — balcony waterproofing, railings, external lighting, window seals, insulation. Access is the expensive part of working at height, and it is being paid for either way.

What the Cypriot setting adds

Salt-laden air along the coast at Limassol, Larnaca, Paphos and the Famagusta area drives the chloride mechanism directly, and buildings within reach of it deteriorate faster than the same construction inland.

Ultraviolet exposure and a wide daily thermal cycle work every crack and every coating continuously, which shortens the life of finishes and opens paths for what follows them.

And a substantial part of the island's apartment stock dates from decades when cover depths and concrete specifications were less demanding than they later became — which is why facade work is a recognisable category of Cypriot building activity rather than an occasional event.

Why do Cypriot facades fail?
Predominantly through corrosion of the steel reinforcement inside the concrete. Steel in sound concrete is chemically protected; when that protection is lost — through carbonation over time, or through chlorides arriving in sea air — the steel corrodes, and corrosion products occupy more space than the steel did, which cracks and spalls the concrete covering them.
What is concrete cover, and why does it matter?
The depth of concrete between the surface and the reinforcement. It is what protects the steel, and where it is shallow — through construction tolerance or a slender element — protection is lost sooner. It explains why deterioration appears at edges, corners and balcony noses before anywhere else.
How is a facade surveyed?
By visual inspection for cracking, staining and spalling; by tapping surfaces to find areas that have delaminated but not yet fallen; by measuring the depth of cover; and by testing the concrete for carbonation depth and, near the coast, chloride content. Together these establish how far the mechanism has progressed.
Is patch repair enough?
It depends on what the survey found. Repairing the visibly damaged areas leaves the surrounding concrete in whatever condition it was in, and where that condition is poor the next failure appears alongside the repair. The survey is what distinguishes a localised problem from a general one.
What does a protective coating do?
A coating specified for the purpose slows the arrival of the things that break down the protection around the steel, while still allowing the structure to release moisture. It is part of the repair rather than a decoration applied afterwards, and its specification belongs in the same document.
Why do balconies deteriorate first?
They are exposed on more faces than anything else, they are thin, their reinforcement sits close to the surface, and their edges take driven rain and, on the coast, salt. On most Cypriot buildings the balconies fail years before the walls behind them.
