Renovation prices in Nicosia are set less by finishes than by what is behind the plaster. The district's housing stock is dominated by apartment blocks built between the 1970s and the 1990s, and in that stock the budget is usually decided by whether the electrics and the pipework have to be replaced, whether any wall being removed is carrying load, and whether the work needs a permit before it starts. Tiles and paint are the visible part and the smaller part.
Local market summary
Nicosia is inland, has no tourist-let market and no coastal season, so renovation demand here runs steadily rather than in the November-to-March windows that govern the resort districts. The work is mostly owner-occupied flats and houses, landlord refurbishment between long tenancies, and commercial fit-out around the centre and Engomi.
The companies serving that demand split roughly three ways. There are main contractors who take the whole job and run the trades under one programme; specialist firms whose actual business is one part of it — rewiring, replumbing, tiling, aluminium — and who present as renovation companies in their marketing; and project managers who hold no trades in-house at all and buy everything in. Each model can work. The difference matters because it determines who is answerable when two trades disagree on a Tuesday morning.
The check worth doing early is whether the trading name on the quotation corresponds to a registered company at the Registrar of Companies, and whether the professionals whose signatures a permit application needs — an architect or a civil engineer — are registered with ETEK. Neither check predicts the quality of the work. Both establish that there is a legal entity behind it.

Whether the services are being replaced
A flat still on its original consumer unit and galvanised pipework is a different project from one rewired in the last decade. Rewiring and replumbing mean chasing walls, making good, and a registered electrician certifying the installation before the supply goes back on. This is the item that moves a budget furthest between the first idea and the first quote.
Whether a wall is structural
Post-1970 Cypriot housing is generally a reinforced concrete frame with infill blockwork, which means many internal walls can come out — but the columns and beams cannot, and some blockwork carries more than it looks like it does. An engineer's opinion before demolition is cheaper than a propping job after it.
Whether the work needs permission
Redecoration and like-for-like replacement do not. Structural alteration, extension, enclosing a veranda and change of use do, and permission has to be in hand before work starts rather than applied for afterwards.
Access and floor level
A third-floor flat in a block with no lift, or with a lift too small for plasterboard and worktops, changes the labour on every delivery and every skip load. Old-city addresses inside the Venetian walls add narrow-street access on top of that.
Whether the programme is sequenced
Trades arriving in the wrong order is the most expensive avoidable cost in a renovation. Tiling before the first fix means the tiling gets cut out. A contractor who can state the sequence and the dependencies is quoting a project; one who cannot is quoting a wish.
Quotes for the same flat can differ substantially without any of them being wrong. The comparison only works if all of them cover the same scope, including demolition, waste disposal, making good, and the certificates at the end.
Local conditions that change the job
The stock is the first condition. Strovolos and the surrounding municipalities hold a large volume of 1970s to 1990s apartment blocks, and in those buildings rewiring and replumbing dominate renovation work rather than accompanying it. Original circuits were designed for a household with far fewer appliances; early plastic and galvanised pipework reaches the end of its service life on its own schedule; and both are buried in walls that have to be opened and closed again.
The second condition is climate. Nicosia has the widest temperature range on the island, and that pushes insulation and shading up the priority list in a way it does not on the coast. A renovation that upgrades glazing without addressing external shading on west-facing rooms usually disappoints in August. Roof insulation on a top-floor flat, and external shading rather than internal blinds, do more for comfort here than a change of window frame alone.
Third, waste. A strip-out generates a real volume of rubble, and disposal at a licensed facility is a cost line rather than an afterthought. In dense residential streets, skip placement may also need the municipality's agreement. A quote silent on disposal has either absorbed it or not thought about it, and the two are worth telling apart.
Finally, older properties in the walled city and the villages towards Kokkinotrimithia and Dali behave differently again. Stone and mud-brick construction wants lime-based plasters and renders rather than cement, which traps moisture in walls that were built to breathe. That is a specialist selection rather than a general one.
