How to choose a roofing company in Cyprus

What can be checked about a Cypriot roofing company before a deposit moves: registration, insurance, the system being quoted, and what a complete quote says.

Three things about a Cypriot roofing company can be established before a deposit moves: whether it exists as a registered legal entity, whether it holds liability cover in the name printed on the quote, and whether the waterproofing being priced is a named system installed to the manufacturer's build-up. Nothing after that — photographs of finished roofs, the confidence of the person on the doorstep — can be checked at the moment the decision is made. The checkable part is short, and it is the part that decides who pays when the ceiling below stains.

What can actually be verified

The legal entity comes first. A Cypriot roofing firm is either a limited company or a sole trader under a registered business name, and both are recorded by the Registrar of Companies. The quote should carry the registered name and the registration number, not only a trading name and a mobile number. Where the name on the quote differs from the name on the bank details, that gap needs explaining before money moves.

Insurance is second, and it carries more weight here than on most trades. Public liability covers damage to whatever sits underneath the roof, including the flat below, whose owner is not a party to the contract and will not care who was at fault. Employer's liability covers a crew that works at height every day. Ask for the certificate showing the insured party, the policy period and the sum insured, with dates covering the programme.

Third is the specification, which is verifiable in a way that workmanship is not. A roof is a build-up: substrate, falls, primer, insulation, waterproofing layers, upstands, terminations and outlets. Each element has a manufacturer, a product name and a published installation detail, so a quote that names them can be checked against the manufacturer's own literature. A quote that says "waterproofing to roof" cannot be checked by anybody, including a court.

Registrations that matter

Registrar of Companies. Confirms the entity exists, who stands behind it and whether it is current on its filings. A roofing warranty is a promise made by a company, and a company dissolved two years after the job cannot honour one.

VAT registration. A firm above the threshold charges VAT and shows its number on the invoice. A reduced rate applies to qualifying work on a primary residence, subject to conditions set by the Tax Department, while the standard rate applies to everything else, including holiday properties and second homes. The application for the reduced rate is made by the owner and is not automatic. A single inclusive figure with no VAT line conceals which rate has been assumed.

Social insurance. Any firm with employees registers and contributes. This looks like the contractor's problem until an uninsured worker falls on a private roof.

ETEK registration, where design is involved. Renewing a covering is maintenance. Adding a roof terrace, converting a flat roof to a pitched one, raising a parapet or loading a slab with new plant alters the structure, and the drawings for that are signed by an architect or civil engineer registered with the Cyprus Scientific and Technical Chamber. The name on the submission is an individual and can be checked against the chamber's register.

Manufacturer approval. Not a public register, but the closest thing roofing has to one. Most membrane systems carry a warranty conditional on installation by an applicator the manufacturer has trained, and the manufacturer will confirm whether a named firm holds that status.

Questions to ask

What is under the existing waterproofing, and how was that established? Cypriot flat roofs are usually a concrete slab with a screed laid to falls, and the common failure is not the visible surface but saturated screed underneath it, absorbing water through a split lap for years. Overlaying a wet build-up traps the water. The honest answer involves core samples or opening up, not a look from the parapet.

Where does the water go, and how many outlets are there? Ponding after winter rain is the most reliable predictor of the next failure. Falls, outlets and overflow provision are design decisions, and a quote silent on them has assumed the existing ones are adequate.

How are the upstands, thresholds and penetrations detailed? Membranes rarely fail in the middle of a field. They fail where they turn a corner, meet a door threshold or are cut around a pipe. Solar water heaters, air conditioning condensers and PV rails all penetrate or load the roof, so the quote should say who lifts them, who reinstates them, and who answers if a reinstated fixing leaks.

Is insulation included, and where does it sit? A roof is opened up perhaps twice in the life of a building. Adding insulation while it is open costs a fraction of doing it separately, and here it earns its keep against summer cooling load rather than winter heating.

What does the access allow? On hillside plots around Peyia, steep approach roads limit crane and delivery vehicle size, which changes how rolls, boards and debris move up and down. Near the sea at Kato Paphos, salt-laden air is why flashings, screws and rails are specified galvanised or marine grade.

When is the work programmed? Roofing in the Republic is dictated by rain, which arrives from about November and clears by March. Roofs are diagnosed in winter, when leaks show, and rebuilt in the dry months, which is when the queue is longest. A programme that ignores the season will be interrupted with the roof open.

Who owns the roof? In the 1970s to 1990s blocks that dominate Strovolos and comparable suburbs, the roof is shared property. The decision belongs to the management committee and the cost is apportioned, so a quote given to one top-floor owner is not an instruction anyone can act on.

What a good quote looks like

  • Measured area in square metres with a rate, plus linear metres of upstand and a count of outlets and penetrations.
  • The named system — manufacturer, product, number of layers, thickness, and the primer and adhesive that go with it. "Or similar" is where substitution happens.
  • Strip-out and disposal as their own line, to a licensed facility. Old bituminous sheet is heavy, and when its removal is missing it has been forgotten or it is about to be fly-tipped.
  • Screed and substrate repairs measured or carried as a stated provisional quantity, with what happens if the opened-up area is worse than assumed.
  • Explicit exclusions — parapet rendering, reinstatement of plant, internal ceiling repairs, scaffolding, permit fees.
  • VAT shown separately, with the rate and the assumption behind it.
  • Stage payments tied to completed stages verified on site, not to dates.
  • The warranty in writing, separating the manufacturer's product warranty from the installer's workmanship warranty, with the term of each and what voids them.
  • A validity period, because membrane and insulation prices move.

Quotes drawn on the same build-up are comparable; quotes drawn on different ones are not, and the lowest is usually the one that excluded most. The roofing category page on this directory lists firms by district and town, so a shortlist can start from companies already working near the building.

Warning signs

  • Door-knocking after the first heavy rain, with a price offered from the pavement and no time spent on the roof.
  • Cash only, or a discount conditional on there being no invoice. The saving is the VAT; the cost is that no enforceable contract exists.
  • A single figure for the whole roof with no measured area.
  • A liquid coating proposed over an existing build-up that has not been tested for moisture, described as sealing the roof.
  • A deposit that is large relative to the first stage, before any material is ordered.
  • Silence about the existing waterproofing: whether it is coming off, staying on or being covered.
  • A warranty described as lifetime, with no manufacturer named and no written terms.

Common questions

Do roofing works in Cyprus need a permit?

It depends on whether the structure changes. Renewing a waterproofing layer or replacing tiles is generally maintenance. Altering the roof itself — new terrace, changed profile, raised parapet, added structural load — is an alteration to the building, and the consents run through the planning and building permit process, with the application prepared and lodged by a registered professional. The Department of Town Planning and Housing sets the framework; the district or municipal authority applies it.

When is the best time of year to re-roof in Cyprus?

Between the rains, so roughly April to October, with August constrained by supplier and subcontractor leave. Winter is when leaks reveal themselves, but opening a roof in the wet months means working around forecasts. Booking in autumn for spring work secures a better place in the queue than calling the week after a ceiling stains.

How can a homeowner check that a roofing company is registered?

The name and registration number can be searched at the Registrar of Companies. Insurance is checked by asking for the certificate and, on a large job, by contacting the broker named on it. Where design is involved, the individual signing the submission can be checked against the ETEK register. None of these confirm quality; they confirm that the party being paid exists and can be pursued.
