How to choose a waterproofing contractor in Cyprus
What to verify before accepting a waterproofing quote in Cyprus: the system specified, substrate preparation, detailing, guarantee terms and who signs it.

Waterproofing quotes in Cyprus are difficult to compare because the membrane is the cheapest part of the job. Two quotes for the same roof can differ widely and both be honest: one strips the failed layers, repairs the substrate, re-forms the falls and details every upstand, pipe penetration and drain; the other rolls a coating over the problem. The comparable parts of a waterproofing quote are the system named by manufacturer and product, the substrate preparation, the detailing, and who carries the guarantee.
Roofs, balconies, basements and terraces are the most commonly recorded defect in Cypriot buildings, so the market is large and the spread of competence inside it is wide. The checks below separate the two.
What can actually be verified
Before any deposit is paid, all of the following are matters of record: the legal entity behind the trading name, its registration number and whether it is still active at the Registrar of Companies; VAT registration; whether public liability insurance is in force across the dates of the work; whether the person signing any structural report is registered with ETEK; whether the contractor appears on the manufacturer's list of approved applicators for the system proposed; and what the guarantee document says, including whose name is on it.
The product data sheet is a document too. Every serious system has one, stating the required substrate condition, the primer, the number of coats, the dry film thickness and the ambient conditions for application. A quote that names a system can be read against its own data sheet; a quote that says "waterproofing coating" cannot be read against anything.
What cannot be verified in advance is whether the roof will still be dry in ten years. That depends on workmanship at details nobody can inspect once the protective layer is on. The documents narrow the odds; they do not settle them.
This directory records no ratings, review scores or testimonials, and shows none on any listing. Each profile records registration data, category, coverage and the date each field was last checked. For waterproofing that limit is honest rather than evasive: the defect this trade fixes often takes several winters to reappear, so a rating collected shortly after completion measures tidiness rather than whether the work held.
Registrations that matter
Waterproofing is not a separately licensed trade in the Republic of Cyprus, so there is no single register to search. What exists instead is a set of adjacent checks, each ruling something out.
Registrar of Companies. Registration number, incorporation date, current status and registered office. The incorporation date is worth reading against the guarantee offered: one running longer than the company has existed is a marketing period rather than a covered one, and this trade produces that combination often.
Tax Department. VAT registration, and therefore the ability to issue a VAT invoice. The standard VAT rate of 19% applies to building work, so an inclusive and an exclusive quote are not comparable until the basis is stated. The invoice also matters later, because a guarantee claim without a paper trail of payment to a named entity is difficult to pursue.
Public liability insurance. Roof work happens above other people's property. The check is not whether a policy exists but whether it is in force across the dates of the work, and for what limit.
ETEK. Where the work involves structural repair to a slab, or where a report or certificate is required, the person signing must be registered with the Cyprus Scientific and Technical Chamber. Membership is checkable, and a contractor proposing to write a structural opinion without it is proposing something they cannot sign.
Planning and building permits. Recoating an existing roof normally does not require one. Changing the roof build-up, adding insulation and height, or altering a terrace over an occupied dwelling can bring the job within the permit process run through the local authority and the Department of Town Planning and Housing. What determines it is whether the works alter the structure, the external appearance or the building's dimensions — not the cost of the contract. The permits guidance elsewhere in the network sets out that sequence.
Manufacturer approved-applicator status. This carries the most weight, because a manufacturer-backed guarantee only stands if the applicator appears on the list and the system was applied to specification. A contractor claiming a manufacturer guarantee who is not on that list is offering their own.
Questions to ask
What is failing, and how was that established?
Water tracks. A stain in a ceiling corner is frequently nowhere near the breach that caused it, so the useful question is whether the diagnosis came from flood testing, a moisture meter, thermal imaging or an assumption. A contractor who has been on the roof describes what they found.
Is the existing layer being stripped or covered over?
Overlaying is faster and sometimes correct. It is wrong where the roof has been recoated more than once, where the existing layer is delaminating or holding trapped moisture, or where the build-up has flattened the falls so water no longer reaches the drain. Ponding is a design fault no membrane fixes.
Which system, by manufacturer and product name?
Liquid-applied polyurethane, cementitious slurry, torch-applied modified bitumen and single-ply membrane differ in lifespan, substrate requirement and how they are repaired. The answer should be specific enough to look up, with the coats and the dry film thickness stated.
What happens at the details?
Upstands at parapets and door thresholds, pipe penetrations, drain outlets, balcony drip edges and wall junctions are where failures start, almost never in the open field of the roof. A quote that prices the area and ignores the details has priced the easy part.
Is there a UV-stable topcoat?
Unprotected polyurethane chalks and degrades under Cypriot sun, so an aliphatic or reflective topcoat belongs in the specification rather than in the upgrades — and above living space it also lowers the surface temperature the slab absorbs.
Who carries the guarantee, and does it cover labour?
A materials guarantee from a manufacturer and a workmanship guarantee from the contractor are separate instruments. What matters is who pays for the access, the strip-out and the re-application if it fails, and whether the cover transfers on sale.
When is it scheduled, and against what weather?
Every liquid system specifies a substrate moisture limit and an ambient temperature window. In Cyprus that rules out application during winter rain and constrains midsummer work to the early hours, when the deck is neither wet nor too hot. A contractor who books without mentioning either has not read the data sheet.
What a good quote looks like
Those ranges are read from recorded quotes at page load rather than written into this article, and they describe the market rather than any particular roof. What makes a specific quote comparable is its structure.
A quote worth putting alongside another states the measured area in square metres, then separates strip-out and disposal, substrate repair, priming, the membrane with its system and coats named, detailing priced by item, any protective screed or tile finish, access and scaffolding, and reinstatement. Hidden substrate damage appears as a provisional sum with a stated rate rather than as a surprise mid-job. Payment stages tie to inspection points rather than to calendar dates, and guarantee terms are attached in writing.
Location changes the specification more than most people expect. In central Limassol, rapid high-rise development has pushed the work towards balcony waterproofing and facade maintenance, where access equipment can outweigh the membrane in the price. Around Oroklini, proximity to the salt lake raises humidity and moves the specification towards damp-proofing detail rather than a roof coating alone. In parts of Pissouri, known ground movement makes a structural survey the normal first step: a persistent basement or retaining-wall leak in that ground is often movement rather than membrane failure, and coating it repeatedly spends money on the wrong problem.
Warning signs
A rate per square metre quoted without anyone having measured the area, which makes the total an estimate presented as a price.
A system described by colour or by generic type, with no manufacturer, no product name and no data sheet available on request.
No line for strip-out on a roof the contractor has already agreed was recoated before.
Details not itemised. A price for the field of the roof and silence on upstands, outlets and penetrations is a quote for the part that rarely fails.
Cash only and no VAT invoice, which removes the paper trail a guarantee claim would need.
An offer to solve long-standing damp without going onto the roof, into the basement or up to the balcony above.
Common questions
Do waterproofing works need a permit in Cyprus?
Usually not for like-for-like recoating of an existing roof. A permit becomes relevant where the work alters the structure, the external appearance or the building's dimensions, which is assessed through the local authority and the Department of Town Planning and Housing rather than by contract value. Where a structural report is involved, the person signing it must be registered with ETEK.
Is a long guarantee worth anything?
It depends on who issues it and what it covers. A manufacturer guarantee applies to the material and normally requires that the applicator was on the approved list and followed the specification. A contractor guarantee covers workmanship and is worth what the contractor is worth, which is partly readable from the incorporation date and status at the Registrar. A guarantee excluding access and re-application covers very little of what a failure actually costs.
Should the old layer be removed?
Sometimes. Overlaying is legitimate on a sound, dry, single-layer substrate with falls that still run to the drain, and wrong where moisture is trapped underneath, where the existing layer is lifting, or where successive coatings have flattened the falls. The decision belongs in the quote rather than in an assumption.
When is the best time of year for waterproofing in Cyprus?
The constraint is the data sheet rather than the calendar: substrate moisture and ambient temperature both have limits. In practice that pushes work away from the winter rain and away from the middle of summer days, leaving the shoulder seasons and early mornings as the reliable windows.
